I'm slowly making a new skin pack that I hope will be finished in January 09. Here's the first glimpse at it, a new Grunt and Athena skin.

Okay, I'm a little indecisive right now, so I am taking color requests for any of the player skins. Just say what skin, and how you want it colored
NOTE: This is not for my pak
, it's just for fun and inspiration

"Cel-shading" is not simply drawing outlines on things (which is just drawing the back-facing polygons with glLineWidth > 1.0 and GL_LINE_STRIP). See
http://en.wikipedia.org/wiki/Cel-shaded_animation
Also, "See-through" player entities would require a code change; it's not as simple as editing the textures. Only entities with EF_TRANSLUCENT (or something -- my code looks nothing like the original Q2 renderer anymore) set on them are drawn with GL_BLEND enabled, thus allowing them to appear "see-through." Examples of this would be the Lithium II runes as well as the "shell" effects that some mods draw around players with spawn protection or power armor, etc..
A mod could turn on EF_TRANSLUCENT on player models, but the client would likely have to be altered to cope with that and draw the players "correctly."
