It claims it's a modern penthouse built on the 15th story of an old building, and below the bathroom is an old unused elevator shaft.

Appears to be "only" six floors to the bottom of the shaft though...

But I agree -- who changes the light bulbs !?!

If you look at the drawing at the bottom of that page, you see theres an elevator right beside the powder room where that shaft is located. If it's an old enough building, they usually had 2 elevators side by side and one elevator would basically serve as the counterweight for the other at all times. So yeah, extremely odd that it appears as though the cutout for the buffer on the bottom of the shaft is only about 5 or 6 stories down. Perhaps there's a secondary set of elevators on an upper floor that leads only to the penthouse.

These days, elevators have their own individual counterweights and motors which means you can take both elevators upwards or downwards at the same time. Also because of building codes, most buildings that use elevators will be required to have more than one in case of emergency or in case one becomes non-operational.

Anyway... I'd assume that there'd have to be a locked door leading into the unused elevator shaft on the floor right below the penthouse. Looks like the walls on that floor slotted, maybe for the purpose of installing some temporary floor there to set a 5 or 6 foot ladder on to reach those lights. I don't see any other lights in the shaft other than those 4. I also don't see any other way someone could've installed that bracing system under the glass either. There ain't a scissor lift in the world small enough to drive into that shaft that would extend 6 stories up.
