Level 18. I've completed 24 quests (both main and side quests). Most of my enchanted weapons have lost their "juice". I really should learn how to recharge them and how to do blacksmith my weapons.

You hilight the weapon in your inventory and you'll see a choice at the bottom left of the screen,T for Charge. Click that and you'll be offered a list of soulgems to use if you have some with souls...
So far the only thing that irks me is the fact if you have multiple side quests queued, only the latest side quest you've accepted will display on your map and compass. It's a bit of a problem since some of the quest descriptions can be cryptic.
