Indeed, lowering your resolution will always increase fps.
Of course such a thing in the case of Quake2 would be obsolete, since computers of today are pretty much overkill for it.

gl_mode 4 equates to an 800x600 resolution.

Many people play q2 in higher resolution, but I've always stuck with 800x600.

All that does is set your screen resolution. For slower PC's, that may increase performance. It doesn't make a difference on mine. I use the same as the desktop resolution, 1024x768 (gl_mode "6")

The most handy gl setting I've found to increase your timerefresh is gl_swapinterval.

Look in your config. I think by default this should be set to gl_swapinterval "1". If it is, go ahead and start up the game. Hop on an empty server. Then type timerefresh in console. This will give you your actual FPS. Then type set gl_swapinterval "0" in console. Then type vid_restart. Then type timerefresh again. You should notice a big improvement in your FPS.

Additionally, this will probably increase your mouse aiming responsiveness. I notice that with gl_swapinterval "1", there is a slight lag from the time I move the mouse to the time that it actually turns my view. With gl_swapinterval "0", aiming movement is virtually instantaneous. This is VERY helpful because the person with the quickest aim is usually the one who survives.

Timerefresh isn't a reliable benchmark; the output varies depending on where you are standing in the level. Timedemo is significantly more accurate and reproducible. Also, gl_swapinterval is the V-Sync toggle. So with an LCD screen, gl_swapinterval will typically cap you at 60-72fps, depending on your vertical refresh rate. At 60fps, a frame is rendered every 16.6ms, which means your mouse input will be drawn with on average 8-9ms delay. That's the "aim lag" you're experiencing with gl_swapinterval enabled.

If you need to run Quake2 at 640x480 to get a playable framerate, stop playing Quake2, go get a job, and purchase a computer from this decade.
