Hmm as of today I'm getting a connection refused when I try to connect to coop. In my config I have set 'spectator 1' which sometimes gets me the same result if the server spectator limit is full. Setting it back to 0 before reconnecting always fixes it but not this time. Now that I think of it Coop doesn't even recognize the spectator command. 

Don't know if it has anything to do with it but one other thing I noticed a couple of days back was that I couldn't use 'give grenades'. The other (tx) coop server had alowed us to use 'give grenades' but for some reason that didn't work for me while it did for other players. Am I being caught in a subnet ban or is there something else going on?

Odd.  I don't see any bans on 74.54.186.236:27932 that should result in a "connection refused" to anyone.

Your name wasn't "Player" by any chance?

Errr..... nevermind. 

I don't know what the problem was, but I couldn't connect either.  (Although wallfly was still on the server.)

After restarting coop, I was able to connect.

Fanny you are not reading into his posts incorrectly, this is how he acts.  I have seen him do the same shit on the ACME admins.  Telling them what they 'should' be doing.  He will fade away, then come back, then fade away again - it is what he does.
