Added a t4-noalias with same ping as tourney4

(By popular request, it is running OSP tourney due to some remaining gameplay issues with OpenTDM)

Well most of the outstanding OpenTDM issues are fixed, but with the addition of this server players will just take the easy way out and continue using an old and buggy mod, stagnating further development of OpenTDM.
