You can use quake 2 to play the demos, but Demoplayer is easier.

Just install it, and associate your quake 2 demo filetype with it.
(when you try to open a .dm2 for the first time it will ask you what you want to use to open it.. select this from the list)

now any time you open a quake 2 demo (.dm2) file from windows, it will launch quake 2 and play the demo.
