The standard server browser for Quake 2 is QSB.

QView is a Quake 1 server browser usable for Quake 2.

this one converts Quake 2 maps to Quake 3.
no decompiling, it processes directly the bsp - file.

QSB isn't necessarily the best browser anymore. Q2pro and other clients now have browsers built-in that get their list from q2servers.com, the same source that QSB uses. Simply launch q2pro from Windows Explorer or a shortcut and browse for your favorite server from the Multiplayer menue. Click on the column heading to sort by Name, Mod, Map, Players. See serverinfo by clicking on the server row.

You're right, QSB isn't necessarily the best, it's just the standard.

I should probably put lists of source port clients in here too.

The 'No Items Quake' mod can apparently let you do similar things with old school Quake 2.

The N.I.Q. mod will let you adjust weapon damage, among other things, if you want a quick and easy way to do it.
