Windows 7 ultimate control panel "Region and language" don't work

When i click control panel - Region and language in windows 7 ultimate, nothing happens. I wanted to change how date displays. I wanted the day to be first and the month second in the taskbar.

you have admin privileges?
language pack installed?(unlikely though)
Try just right clicking on the date at the right corner of the taskbar adjust time and date, change date and time, change calendar settings.

try also booting in safe mode and change it from there.
