I would think you'd WANT the noise margin to be as low as possible. When there's noise from the line a signal travels through, it has to be amplified in order for it to be received clearly on the other end. The less line noise, the less amplification it takes to pass data, the faster the data transfers uninterrupted.
Those numbers seem pretty standard for a telephone cable.
If you're on DSL and you think you're not achieving the full speed you're paying for, it may be necessary to have a tech physically come out to your house to check the noise levels on all your phone jacks and how all of them are connected to other devices in the house. If it's still running slower than it's supposed to, the tech can run a speedtest on your PC and physically SEE that you're not getting all the bandwidth you're paying for. For a couple of years, I was paying for 6Mbits/down and only getting 1.5. It took the tech having to call in and tell someone to run tests on where I was patching in from to be able to set me up properly to receive all the bandwidth I should've been getting.

Can we ban these bots in DM and other servers that just spam bad jokes non-stop? I tried to join earlier and it took me 15 minutes to get in because there were about 10 of them connected
