Signal Level and [signal] [noise] active? buttons on the forum

I realize you are undergoing changes on the forum; knowing you are probably beta testing all sorts of new stuff.  I don't know if it's been asked yet; if it has, post a link for me.  Signal level is new to me, as well as what appears to be a scoring option : [signal] or [noise].  Is this a "self regulating" forum strategy?

It probably won't survive in its current incarnation.  I'm not sure if there's a way to make it useful; or, failing that, possibly to make it obviously whimsical.

As always, you take the time to answer newbie technical questions in a thoughtful way.  Whether you know it or not, you and your volunteer helpers will be legends in the Q2 community...for as long as we have the internet  Do you guys ever stop and think about the wonderful distraction you provide for so many people?
