I don't think so. Not at the same level that 2dum has. Maybe some people start fucking with each other the instant they see one another on the same server, but the majority of people don't pick players at random without provocation and start fucking with them out of pure boredom like this guy has. If you'll scroll back a few posts, you'll see where he spoofed Elysium's name, and if you scroll back even farther, you'll see where Elysium stated that a few times he would say to Ely, "Fuck you Elysium". If you've been around here for a while (which I assume you have, your account is a few years old according to when it was registered), you'd know that Elysium has no problems with anyone, and you'd also already know that Elysium rarely talks on a server unless someone directly asks him a question. Elysium is the last guy who would ever shit talk someone on a server and initiate conflict. So don't go thinking that 2dum is getting dog piled by a gang of forum trolls or is being treated unfairly. Like I said before, anywhere else wouldn't have put up with the same shenanigans out of him for this long, nor would he still be allowed to connect there or make forum posts. I don't know why you would even attempt to defend his behavior in any way unless maybe you didn't see any of it.

So, mostly out of curiosity, was this guy initially half-muted for talking trash? Because I never witnessed him spamming the server or doing anything else to merit it and I usually saw him around most nights when I'd go on to play (he sometimes greeted me with 'fuck you elysium', which I thought was kind of funny).

His behavior has generated complaints for a few months now, but the volume of complaints had been low enough that it hadn't initially prompted a mute -- but he was certainly on the radar.

He was also already under a playername restriction, since he was spoofing playernames a couple months ago:

So we have a name-restricted player generating a steady but low-volume stream of complaints over a span of months, which each time I'd investigate, the server logs would reveal what appeared to be a campaign of continual and unrelenting asshattery.

Finally a week or so ago, I received two complaints within the span of an hour, and so the half-mute was added. Generally when I've applied a half-mute, my reasoning is: Let's see if this reduces the volume and frequency of issues related to this person's behavior.

As to why some players (also behaving like asshats) get muted sooner or later than others, it tends to be related to the volume of complaints generated. Apparently some players can be abrasive while lacking some quintessential surplus value of douchebaggery that triggers issue reports.

As for the recent full mute, we've always been pretty strict about unwanted private message spam. PM's on the Q2 servers not only can't be seen by wallfly, they're not logged at all. So when it starts happening, my instinct is to shut it down fast until the perpetrator agrees to cease & desist.
