I wiped my system again and reinstalled, and this time around I can actually install the updated drivers.

Now I'm actually able to get an average of 60-90 fps, with a low point of 40-ish when it's really loaded with players.  Much more playable now for sure.  Thanks to all who helped!

Amazing how a clean install can rid of problems.
