i dont know if this will help, it very likely wont because i think its already been said but I was having that issue as well, just with a smaller res and monitor, and this is what made mine work:

set gl_mode "-1"
gl_scale 2
r_customheight 1050
r_customwidth 1680

that is for aprq2, perhaps you can modify it to whatever r1q2s equiv settings are.

gl_mode -1 is custom res for aprq2

idk what the custom is for r1q2 off the top of my head :/ its definitely not -1 though

I just did this without the set commands, then did a vid_restart.

After I alt tab and tell it to maximize the window, it is nearly fullscreen. It still has the blue windows bar at the top of my screen and I can see the top of my start bar at the bottom, but it is close.
