Does a setting exist that will satisfy everyone?
that could be said of all mods. ideally it is nice to play all mods with a low ping but for me its not an option, so i try and do the best i can with my 220 ping.
I don't see many people playing with 200 ping on railz. There's a reason.
nobody uses dialup to play Q2 any more & people use servers on their continent when they do play?

imo rail is one of the easier weapons to use with a higher ping... perhaps only ssg might be easier to actually compensate for lag with, since the rail you dont have to compensate for projectile speed, you dont have to keep tracking your opponent, its just instant hit your done, aim for the next shotthere is quite a huge difference between say 10-30 ping and 60-100 ping though because its the difference between point and click and having to lead, but once you have to lead you just have to get used to your ping and it should all pretty much be the same, you just have to lead more some times

Maybe on LAN the difference is small enough not to notice. Beats me as I've mostly played this game with 50-70ms. I've played with 180-200ms a bit and my brain is usually fired when trying to compensate my aim because of the lag, when someone is strafe dodging like they got Parkinson disease. I do a lot better with the chaingun because you can check and readjust your aim if see the blood come out of your opponent.Haunted could give a better opinion/answer.
nah the rail isnt delayed on purpose
lag & fps are two main reasons people can't land a shot of course. 0% to do with skill, all lag/fps issues.
