I found this site where you can test your internet connection 

You can choose any server, whether its the one you're closest to, or one on the opposite side of your country, it doesnt matter.

Then, it tests your upload spped and your download speed to and from the server

Depends 2megaBYTES a second (2MBs) is different then 2 megaBITS a second  (2Mbs).  8 bits in 1 byte. 

I'd still prefer a non-shaping & non-filtering ISP to one that gives faster speeds but decides what you can transfer.

Some are, some aren't. This particular speedtest site is designed to be accurate and to avoid being gamed by an ISPs tweaks. The nearer the server the better. Actual speed will vary with distance so a single number isn't true for all conditions. In a R/L scenario packet loss and contention with other users as well as throttling of connections on the server side can slow you down.

A good test of download speed is FTP of a large file. The FTP protocol is simple and allows full use of the bandwidth available. A file that can give you a 1 or 2 minute download will tell you what your true throughput is. Measure it with the Task Manager tool or perfmon on Windows.
