This puts it in the same category as machines which act as zombie spam relays. There's no-one to complain to, because the owners of these random machines aren't intentionally hosting UDP proxies. Their operating system is pwnt, and being remote-controlled.

what I meant was complaining to his original ISP that he originates from....I assume he needs internet to contact proxy servers right? What our top admin ended up doing was contacting his server providers and giving them the IP of the offender etc and explaining baning them from his servers impossible due to the abuse of proxy...the company who provides our ET servers then contacted the offenders ISP and the action was looked at as malicious so he had to quit or find a new ISP to do it on....it was a tedious process but it worked out in the end, only so many times someone can change ISP's for the sole purpose of trolling video games.
