I have a Dell Inspiron 1100 laptop that I've been playing on for a few years.  The thing is, the laptop has an intel integrated video card, which sucks for playing games.  For the last few years I've been playing in windowed mode (3/4th laptop screen) which doesn't bother me at all, but what does bother me is for the most part it feels like playing in 35FPS, even though I do a timerefresh it says 58 or so.  Sometimes it's good, but when there is more action it is a huge problem.  So I have turned off a shitload of services, and all the processes running.  I have done that before, but I did it again, and hopefully it will be better. 

Can someone post an ideal configuration for this?  Ideally I'd like to not go to software mode, which if I recall correctly doesn't even play right on this computer.  I don't care about the graphics.

You could suck it up and go get a new computer already....of course that would exhaust an excuse for you.

They're cheap, hell, if over the last couple years you put aside 1 dollar a day you could of already had a new one.

Intel onboard gfx just sucks ass. My laptop has that and it can't run a solid 90fps unless I play it in software mode while windowed. If I tried to play the game in Opengl or D3D with low settings, an explosion or rocket trail would give me a 20-35 hit in fps.

I guess you could turn off projectile trails (if you can find a way for it not to turn off rail or cell shots), and I've seen people use simple explosions, although I wonder how they did that.

That's all I really can think of. I mainly posted to bitch about my shitty laptop.

Use "timedemo 1" to obtain more realistic average fps metrics than timerefresh.

Example, on my none-too-special desktop system:

689 frames, 2.0 seconds: 349.4 fps

for some reason when i play in windowed mode, by using alt+enter, i get lower fps than on full screen.
the only way for me to get more fps on a bigger screen is to lower my GL_mode,
find out what mode u are using (its the resolution) for me, thats the fix, on GL_mode 4 i get plenty fps, Gl_mode 5 playable, but not nice, any gl_mode above 5 totally eats my fps..

I got 56 FPS with FPS capped at 60 (I picked a random demo so I'm pretty sure that doesn't matter), maybe it is fixed, since I just recently turned a bunch of services off.

It was always my understanding that games, especially older ones, run faster in fullscreen because it stops trying to update the display for windows or any other window handle that is open. When you run in windowed mode, it is still drawing and refreshing everything else in the background. This should be trivial on machines of today but that's what I read in my age old DirectX book.

I'm pretty sure the video is messed up sizing wise but it doesn't bother me, like the screen is 3/4th size but the rest is black..
I remember trying a whole bunch of settings and without software that's all it would do, unless I missed something.
