Missing crosshairs was common with Windows XP when it first came out. I believe a few people had the same problem with Vista. The only method for trouble-free Quake on a new OS was to avoid a proper install completely. Just copy the whole Quake 2 directory from your previous PC, or some backup, and just start the game. I've copied my Q2 directory from Win95 onwards to Win98, XP and Vista with no issues. The main reason was to avoid all the downloading of models, skins, textures, sounds etc. It has always worked. I will buy Win7 soon and will approach it the same way.

Some people here have been using Win7 for a while and their Quake works.
Try BTF - Sigma
BTF - Adam
Peewee Rota

Another thing that came to mind was that Windows 7 has a "virtual XP" OS contained within itself, to have compatability with older applications. I think it's only included in the Pro Edition and not the Home Edition.

I noticed this topic and I wanted to tell you that I run win 7 too and also had the same problem.... I have had it for a bit, and all I did was go with crosshair two, make a bigger crosshair under ch2 and run like that. My crosshair looks normal sized, still can't run the other two but It does not bother me. Hope this helps.

DM server is fucked. 2 point blank rockets from spawn and lava damage and player survived? WTF?" Also someone has fucked with the spawn points, every single time no matter how big the map you spawn right in front of the person who killed you last
