I support this errors choice to deny you the ability to change your avatar.

No error.

I select a custom avatar from my HD to upload and it always shows the same one. Been like this for a while. I`ve cleared my cache, rebooted, all that junk but no results.

I stand by these 3 words of advice for your avatar.

Reduce, Reuse, Recycle.

Try to constrain your profile pic to upload within a 128px limit. I just used photoshop to adjust the image size so the largest of the dimensions (height) was 128

there's probably a limit in terms of kilobytes too..
