So more questions than answers. I found it rather pointless to check my ping to the nearest "server" city which is 60 miles away. More important to check my connection speed to Dallas, where I game, or the mid-west where my newsgroup server is. So I checked my DL/UL to Tastyspleen 4 times and used the Pingtest 4 times.
When I connect to Spleen my ping is always 70 and I have packet loss and a significant delay beyond 70 ping. Below my ping can be anywhere from 74 to 197, depending on which "ping" you use.

Does anybody know what the formula for determining what your "rate" or "cl_maxfps" cvars should be set at based on your connection speed?

min speed for rate/cl_maxfps
DL cable 256kbit/adsl 384kbit = 25000 rate
UL cable 128kbit/adsl 192kbit = 120 cl_maxfps
