I wouldn't worry about dumb shit like a restraining order or lawsuit. If all he's done so far is just what's in that little mp3 (calling once, asking to speak to "2d", and then getting hung up on), that's far from being any precedence for a restraining order. You get a restraining order when someone has threatened you in some way in person and it allows law enforcement to charge them with a crime if they violate that order by coming into personal contact with you again. So what I'm saying is... restraining order is OUT. You can't get one. Being that the person in question is not actually harassing you in person and has done it over the phone from a completely different state, it's gonna be even harder to do anything about it. About all you could do is have his numbers blocked, and after you block a couple of numbers, if he continues to use different numbers to harass you, then maybe law enforcement might be able to serve a harassment order. I'm not sure what the laws are in your state, but a no harassment order and a restraining order are often two very different things.

As far as blocking telephone numbers goes, you'll have to get in contact with your phone company about how to do it. Usually it's something like *67 and then you enter the telephone number you want to block. I think they may even charge you something to do it, but it's not much, probably less than 80 cents, and you do it once and it doesn't unblock them until YOU dial OFF the block. Although... I think a person technically could use a prepaid calling card to dial you long distance from the same phone, kinda like a proxy internet connection... and speaking of which, it wouldn't surprise me that if Quadz did ban Rick at the router, Rick showed back up here after finding a way to proxy around a ban.
