Typically when a modem is disconnected, the outgoing line from the ISP closes out too in order to save bandwidth. Upon reconnecting the modem, it will request a connection, thus a new IP will be given.

Comcast is by and large a cable company, is it not? Did I not mention that if someone is using a cable modem, they will probably not be able to get a new IP by rebooting their modem?

i dont have a static ip, it will change if its down long enough, the isp's will try to assign the same ip adress to each client if possible, if not it will assign a new one.... i konw this because ive worked on servers that do the same shit with lan networks and ive been told by people who work at isp's that this is what happens

some isp's assign static ip's... i wouldnt assume larger ones would because its more work for the company setting it up, but static ip's do exist

also with the system i mentioned of trying to assign the same ip adress to the same client if its available after the client goes offline and comes back online is a good system, ive had my internet drop a lot and ill be able to receive the same ip most of the time when it comes back up.... only time it changed it was down for about 8 hours, and when it came back online my new ip didnt match my ban from the #tastyspleen irc channel and i got accused of ban dodging lol

Please satisfy my curiosity on why this is. You're the only one here that knows how the system works.
