yeP maybe it could be called cheating and should be disabled serversidly by limiting the cl_maxfps to 90.
From my (and anybody who has little hardware only) point of phew its an understandable position.
Imagine: Your on q2dm8 hunting down some 1337 player and just when it needs just one rocket to take him down he coffs coffs twice and spitts on your head laughing down on you from the second floor. Then you ask yourself: was all that hiding and camping near the rocketlauncher worth it?
But if that fps-jump thingy is a way to show of the servers bandwith capability than yes indeed it is good.
