Why is Tranny unbanned?

The dude has been caught cheating 3 times, and denies each one of them.  He should be banned 4 life

Technically he's still banned... looks like his IP changed enough to bypass the current ban.

He will probably be unbanned someday, but he'll be forced to use anticheat.
