video settings help

I can't seem to get my vid settings right. Chiefin showed me this trick to have the map dark but use a gl_modulate command bound to begin and endmap to make the entities glow, however it doesn't work as soon as q2 loads and is very bright, it only kicks in when the map changes. I will post a screenshot what it looks like when i first join and after map has changed, along with the commands I am using.
