The Black and Yellow rail color is from a client I use called reeferquake and the custom crosshairs including HUD is the section 8 pak the karn skins are the ones made from teamkarn.

in r1q2 you can change the rail color to look exactly like that... forget the cvar off the top of my head but its very simple and has TONS of varieties sadly it does every rail on the whole server and not just yours like q3 does
