Low fps in Q2

so I'm running a new computer..

WinXP Media Center 2005
P4 3.0ghz
ATI Sapphire Raedon x300SE
1GB RAM
etc...

and I'm getting only 50-70 fps in Q2.. I'm using the r1q2 client

I've tried playing around with my video settings and turning off VSync and setting it to Max Performance.  I've also tried with NoCheat, Q2Advance and the regular 3.20, and same thing..

my old computer

Win 98SE
Duron 900
GeForce4 MX400
512MB RAM
etc..

I was getting over 400fps with this computer.. wtf?

with ati cards set gl_ext_point parameters "0" makes the rail trail and other partculs bigger but that's the only solution
