Here is what netgraph shows me when i play online...and offline, what does this mean, and what can i do to fix this. Its weak, my gameplay isnt smooht, and there is always even on single player a slight delay between when i click and when the gun fires. this is a problem when trying to aim...   My rate is at 10000 and c1_maxfps is 35...

try that...
your netgraph is not out of the ordinary, the red spikes are packet loss.... not much you can do but maybe look at a Trace route program like NEOTRACE to find out where the bottleneck is. then bitch to your ISP

lost packets = lost data
lost data = choppy gaming experience
choppy gaming experience = what you have

your losing packets because one or more of the computers you route through are not sending your packets like they should, either too much traffic, slow, etc.   if you isp is made aware of this they may make a change, or not.
