graphics card useless

ok ever since i have installed my graphics card, quake2 has the feel it is running alot slower. i have changed no settings. I am only getting 60 fps when i type timerefresh when before i installed it i was getting over 1000. someone suggested i used the command gl_swapinterval to 0 and that worked for a while it was up to nearly 2000 fps but now its just not working and i am only getting 60 fps in timerefresh

if it's a geforce card, open up the control panel and the advanced options and make sure "vertical sync" is set to "application controlled". "off" will work too.
