64k up is rough, anticheat has about 20-50KB of data to exchange on startup so the first few seconds of a map may be laggy, but once the initial data is sent, it's usually only a tiny amount of traffic and shouldn't lag you in any way (net-wise). Anti virus / security software can still interfere however and cause CPU lag, so it's recommended you add Q2 / anticheat to your exceptions list.
