help my r1q2 is not saving video settings ever

Yada yada yada. Whatever. Come on, this is only confusing the wee little lad.

Point is: Start Q2. Make any changes in single player mode. Then shut down. That should save everything correctly. A guy like dawk doesn't really have much use for multiple config files. So if you're up to it, just manually edit the config.cfg in "c:/quake2/baseq2" and make a backup copy of that file in case you ever tinker with settings again and want to easily reset everything the way you had it.
