How do you say...?

I've seen some players using binds to say multiple lines of text in game with a bunch of green squares that spell out things like "BULLSHIT!". I've looked around online and can't find any pages detailing how to make those special characters display in your game chat. I've tried every key on my keyboard and none of them work for this. Is it something that I would have to open up my CFG and edit it in order to produce them? Is there a page that I haven't found that would detail how to produce each of these special console characters?

I used to have some proggy that would show the Q2 font and let you click on characters to construct lines of text.

It was a pretty tedious process though... (the thing was kinda buggy, which didn't help... )
