in some Quake2 screen shots i have sceen the rail gun graphics and rocket blasts are really nice looking, can any one tell me what mod or pack that is,

Most likely custom paks built by the player them self. I believe a 'post your pak' section of the forum was started some where if you search.

In addition to the use of custom paks, there are also different q2 clients, such as EGL, that have more eye candy in their OpenGL renderer.

Q2 Max in it's original version was an awesome client graphic update. It had some deathmatch bugs, for example you could not download cusom skins or maps in game. I'm not sure if they worked any out or what happened to the project since. Quake 4 max is absolutley nothing like the original q2 max. It's concept was the opposite actually. Remove feature to speed up deathmatch FPS.

yeah, the link adam gave above is going to give you the ultimate in q2 graphics.  it does take a more modern machine to run it smoothly.
