Some things are strange there.
First, you're also getting the same level of PL to that QuakeDev.com KOTS server. (maybe not so strange, quakedev.com is on the same network as tastyspleen)
Also, you're getting NO packetloss to pygmy, railz, sheridan, tdm-noalias, ts500, and vanilla in that screenshot, but these servers are on the same CPU as ctf, dm mutant, jailbreak, ra2, tdm-novice, tourney, tourney2, vanilla2, xatrix, and xquake. So the PL should be about the same on all of them.
I'd recommend a pathping. Open a DOS box (cmd.exe) and type:
pathping tastyspleen.net
Then right-click to mark/copy the result and paste it here?

. Its annoying. I assumed all the servers where at least within the same networks so there shouldn't be pl like that. Weird ain't it ?

this is probably a dumb question, but when you play is there packet loss?
type netgraph 1 in the console, spikes are bad, red is real bad
things are ok at the time you took this (and for at least a minute or so straight) I bet the packet loss counters in all seeing eye, come from a problem with all seeing eye/your PC.

Weird, it's showing 100% loss at hops 12 and 13... but it's obviously not really affecting routed packets since there's 0% loss at hop 14.

you see the IP of hops 12 and 13, because there is an icmp echo request packet with destination

sent, with a time to live of X (X starts off at 2, then subsequently +1, so you can build hops one at a time). the packet gets to hop 12, and the stack sees the low time to live value (ttl is decremented by one each hop) and says, i have to send a message back to the source , and your PC gets the message back, and the software can now build hops 12 and 13 into your path.
however, at the end when it does stats, it is sending icmp echos to that hops IP(not tastyspleen.net), and that hop is configured to drop the data and not respond, devices like firewalls usually don't respond directly to icmp requests, but i'm not sure what those are.

Thank you for the feedback:
I was getting heavy packet loss yesterday on a RA2 server, forgot which thou. Like unplayable. Resintalling Q2 cause R1Q2 keep messing up my sound. Will do the next graph on a high pl server once its on thou.

ok, a fucked up PC can cause lag to, i looked at Los's computer and he had so many frickin programs running it was ridiculous, then he cleaned them up, and his lag was gone.

Thats not the case, I'm not one of "those" people. You know....the ones that have every tool bar out there on there IE (Don't have that) or Firefox (3 Extensions), a side bar with 10 shitgets that are useless, and Glass2k or Windows Blinds making my crappy XP looking "cool". I don't have more than 5 icons on my desktop at a time, no quick launch. I actually modified my services, pretty much bare bones except for a few networking services I need on a personal basis (look out if your on 98 with NetBios enabled, better kill that server service right now
) The only programs I have installed are Winamp, Quake 2, Firefox, Bitlord, Limewire, MSN Live, Fraps, Nod 32, Steam and mIRC. All of the annoying/useless/most Windows things like system standby and system restore are turned off, as is file sharing. So theres really no explanation : /. Tried Tastyspleen::Vanilla with 24 people @ 45+% PL and it was playable. So I guess theres no real worry. Stupid ASE making me make dead ending posts :/
And the net graph only should around 2 red spikes on an entire level and they didnt last more than a second sos all good. FRAG ON!
