Very, very very bad netgraph

I'm posting this for someone else.
He just lives down the lane from me, and when we play on a local game from me hosting it, his netgraph is horribly pingy.
THis morning on pepp5.com it was really bad.


He's got a high speed broadband. He plays warcraft III and says he never gets   bad lag there. I ran TCp optimiser with optimal settings and that didn't help him. (infact, when I ran it, everything was set for dial-up, since he used to have dial-up before) I also tried changing his cl_maxfps to 90 and it didn't help either. I think his network settings for quake2 need to be really worked out.

He also uses Windows XP borg edition. I just took his computer in last night and totally fixed it from 60 virus' and a load of other crap, so it's now running very fast and smooth, but his quake2 pings were just as bad before.

does he get bad pings like that only playing on your local games? or all servers?

perhaps rate is set waaaay to high and its getting choked?  heard its possible,  but never seen it happen.

He gets horrible pings when playing a local game with me, (down the street) and also online. His ping isn't all that bad it's the stability. Now that he's gone back to his dads we won't have to worry about it until next time he comes down to vist, which is months from now.

We had problems like that in q1,  could play on servers with 30-50 ping.
But when we lanned, ping would be skyhigh for awhile,  like 5 digit pings.
They would stabalize to the norm 16 ping or so after awhile.
Seemed like it just needed to sync up right.
