why is this happening

I decided to change my setup to see what it looks like. I added r1ch's high res textures, i changed my intensity from 2 to 1 and i upped my modulate from 2.2 to 99 and i got rid of the picmip. Now i use fluro skins on weapons and health packs ect, so why is it in some parts of the maps they look dull and other parts they are fine. see pictures below

Could be the level of light generated in that part of the map that is hitting the object and illuminating it.
