I'm passionate about some of the concepts and I'm strongly opposed to others.

Because of that, when it comes to the subject, I'm very neutral.

I figure that the internet is to critical at this point to let the private sector do what they want.

See Comcast and Level3: Level3 takes some business from Netflix (who gets served up in Comcast), now Level3 sends more traffic to their customer Comcast.  Since Comcast didn't like it, they said Level3 needs to work something out with them since they have so many customers.  Comcasts makes Level3 not optimal for routing and users traffic goes through congested upstreams.

I'd want whatever drafted to not have the governemnt involved anymore than stepping into these disputes and coming up with a fair deal.  A few basic laws might not be bad.

Ditto.  The govt having a set of rules on how to make things stay "neutral" then means the govt isn't "neutral" in the grand scheme of things.  IE it's skewing things towards one party, in this case individuals vs companies.   It's like having a set of rules that the person making them says is fair to everybody, and the rules say the person in charge gets to decide what the rules are.
