I don't think photoshop is what you would use. 

well if you want to do it frame by frame that would result in the best quality... however for 30 fps that would be 1800 individual images edited for 1 minute of video...

Photoshop can do that. It's a filter applied to a video editing program like Premier.

You can use most photoshop filters through post production on 3D animation programs through their video post editing.

any  video editing software will add motion blur to a whole film usually with one simple filter. I think when everyone said photoshop is where people went, lolwut. But a video editing program like sony vegas or adobe after effects has motion blur filters that can be altered and applied to a whole movie.

I've noticed that no stock FX for a NLE does THAT good of motion blur.  At least not like what's in that video.  That video looks like it's a post processing GPU effect, like in AvP, Red Faction 2, etc.  It only looks blurry during high speed changes.  I'm sure there's a 3rd part plugin for an NLE though that can do that (IE detect the pixel differences between current & previous frame, etc).
