This assumes you are in complete control of the Win2003 server. Is your server at your home/office on a static IP? If so, follow the advice above. If it isn't on a static IP then you need to get one from your ISP. If it's a co-lo server then you need to set up the NS records of the domain registrar to point to the DNS server on the co-lo site and then configure the DNS for your new domain.

Its been years since the last time I set up a DNS server using NT-4. Setting up on a win2003 is pretty much simillar and try these articles. Hope these helps.

Do a WHOIS on your IP and it will tell you who owns it, that should tell you who you request the reverse DNS record from.  The zone is different than your domain pointing to your name servers.

Try a different WHOIS or ARIN whois.  The WHOIS you used is probably looking at the wrong database.  You could also ask the provider since they own the space or bought it from someone.

Who is your registrar? You MUST set up the pointer to the DNS server in the registrar.

If your registrar provides authoritative DNS for your new domain then use their tools to create the records you need. Most registrars provide DNS services as part of the domain registration. If they only point to the name server then you need run the DNS service on your machine, point them at your IP address and create the DNS records on your domain with the DNS tool. IIRC, setting up an A record automatically sets up the reverse but it's been ages since I did anything with Windows DNS server.

What is your domain name?

Well he said he already has DNS for his domain just not reverse DNS.  That's a different zone, and handled by who is assigned the IP addresses and not tied to the domain name.  If you don't have DNS you create a glue record with the register and setup your domain's DNS but the reverse DNS is separate from the domain.  Your provider will know or you can find out from a WHOIS.
