"angles" appears to be the correct name for the vector direction. A 3D vector only needs 2 angles so the third angle is always zero.
The first angle appears to be the elevation, negative being the up direction. The 2nd angle is the azimuth as derv described.

Looking at Master Mapper Maric's maps he gets excellent pushes off his jump pads with only 55 to 75 speeds.
