It just adds a new type of mute to wallfly.

We still have our old global mute capability... but we now also have a partial mute, where the player can speak at a limited rate (for ex. once per minute.)

...And, as was seen here, this feature was accidentally tested today on everyone on any of our servers who was unlucky enough to have a "7" in their IP address or hostname.
