"Connection refused" can mean an awful lot of things. One thing to consider is that it could be your settings. If I remember correctly, an invalid name (ex: 'console') results in a "connection refused", although on xquake I beleive you also get a message asking you to change your name. I haven't tried it, but using a huge FOV could also cause similar problems. On other servers, changing your msg setting can result in an immediate boot and refused connections until you change it back. It just depends on what things the server is set up to not allow.
So if all else fails, be sure to reset your settings to the game defaults just in case your hitting a bad setting that results in the server not allowing you in. The admins could probably give you a list of things that might be worth looking into.
