We're all missing the obvious next step here:

Why not just have everyone stop loading up anticheat who still bothers to do so, and then have everyone start accusing every slightly suspect player of cheating every day loudly and without ceasing.

If they had the bad taste to still use AC? Too bad. Accuse them anyway since it's "a client from 2006" and "some guy once made a cheat for it" so it must not work in these futuristic times of 2015.

The louder you are about it the better. Make it horribly obvious to everyone around you that you are not happy with the level of legitimacy of the players on every server and call everyone really nasty things if you suspect them of cheating. It's pretty much the only power you have.

Since the only populated servers are 3rd person cam, make sure to not bother making demos of their play. They won't be conclusive anyway and if they happen to run AC, apologists will spray you with bullshit from spectator ruining the quality of the demos you are making. Their nonsense will end up filling it with a sense that the community disagrees with your assessment, when it's just one guy in spec who doesn't have AC either doing the talking.

Even if it's first person in a tournament, don't make a damning demo or even a handful of them or the guy will just end up placing in next season's EDL and all of his countrymen will make sure to claim nothing he does is suspect. No investigation of their play will ever take place, even though people will swear up and down that it will.

Wallhack protection on the servers? Piiisshhhaaaahh!

It doesn't work all the time, so act like it never does in any circumstance. That's the only possible safe course of action.

The person has been playing around you for years? BAAAHH I say!
I can show you players who still play today who cheated 10 years ago. It's not proof of anything.

Problem solved.
