Tracert doesnt work

I changed to a new ISP with 100mb fiber optics.
The thing is i cant trace any routings.
I asked 2 friends with the same ISP to do a tracert and the same happens to them:

Ive got an amazing 110 ping to Texas, but 125 to East servers!

probably just filtering ICMP traffic so you cant get past certain routers

It's piece of shit softlayer.net (networklayer), ever since I've been getting routed through it my ping has steadily climbed higher and higher.  I usually used to sit around 9-12 average, now I'm lucky to see below 20.  Quite annoying when I live literally less than 10 miles from the server.  :/

Not really sure what I'm looking at, but... why does it say "washington"? Is that "Washington" as in DC? Kinda concerning. What can I do to remedy this?

That indeed looks bad: windstream is peering with level3 in Atlanta (which is fine), but level3 is peering with softlayer apparently up in WDC (which is lousy.)

This same sort of cheapskate routing is occurring with a couple folks who live within a 30 minute drive from me:

My packets go from time warner san diego -> los angeles -> dallas. (which is not too horrible--although years ago we used to route straight from S.D. to Dallas which was 8ms better)

Theirs go from cox san diego -> san jose -> los angeles -> dallas. (Which is insane: you have to pass through L.A. to get to San Jose! This pointless detour adds about 680 miles and 20ms to their route, for NO reason except cox is being stupid/cheap with where they peer with softlayer. And clearly sd.cox.net *could* peer with softlayer directly in Los Angeles like my san.rr.com ISP does.)

So... I dunno how ISP's get away with this sort of egregiously bad routing. Especially given how popular online gaming is.

I been seeing a lot of issues with backbone connections and poor routing lately :/ even as much as 10% packet loss on internet exchange points

particularly, time warner coming from eastern locations while running outdated firmware on the shitty surfboard modems is having the worst time... but others are having issues as well

it seems like each ISP is working properly individually, but the exchange points are just total shit and this is between companies like cogent, level3, and nlayer... there is a specific one i deal with as a main DC connection at work, but i can't remember the name of it right now because i think they fixed their shit like a month ago and I haven't had to deal with them...

It was either ATT or verizon that decided to roll out large subnets of IPv6 recently as well, which caused a HUGE problem with packet loss at exchange points... if anyone is curious this is probably one of the best sites ever: http://www.internetpulse.net/ (looks like cogent and att are having issues at time of this post, 130ms with 7.5 pl)

So any advice on how to remedy this? Should I call my ISP or someone else? What should I say to them when I call to get them to fix it? I'm kinda wondering if my traffic ain't being routed to YOU KNOW WHERE because SOMEONE is trying to keep tabs on me. When I call whoever I gotta call, is there something they might say or some bullshit excuse they might give me that might tip me off that I am indeed being spied on?

unfortunately no, atleast not with my isp. I have contacted them enough times in regards to routing, basically learned so much that i can work there as a tech support haha.

internet providers don't give a shit about latency, just throughput... and not even that half the time :/

if you call up and complain about shitty latency, they will just say "well we only guarantee that you get these download speeds, not a certain ms ping"

really, calling their support won't do ANYTHING for you if you have a bad route... ESPECIALLY if it is outside of their network
