I think you'll need to shorten the legs and work on the hair spikes

Plastic toys of bart are a good starting point. Being Simpson's freaks I own pretty much all of the Burger King Simpsons toys so I've seen almost all of the configurations for reproducing his hair in a 3d world.

The rule for 2d Bart is that he always has 9 spikes.

Take a look at the 3D halloween episode. Bart was 3D in that one & it's got to be the most official 3D bart out there.

To supplement this, I've photographed our well loved Burger King Bart. (Apparently Collectors items make good chew toys for teething babies)
