100% pl wth???

I've started getting near 100% server to client packet loss. I typed "lag <some_other_player>" and they all have 0% to .5% server to client pl.
It is really annoying because players appear to move in spurts and teleport when they are near me. I also commonly cannot see/hear rockets until I blow up :( .
What could be causing it?

I'm not sure what this "r1q2-etr" is but it looks like it's blocking the packets used to calculate PL statistics.
