Did you test with nothing but your PC plugged in and wireless off, with a new cable?
If connecitvity is good to your router, it's their end. Test the connectivity with ping -t, if none ever drops, but they do to google, that shows it's a problem on their end.

Yeah I tested in those circumstances, not with a new cable that isn't a viable option atm. my cable has to go across a landing and up a flight of stairs and across a room, you don't have those sort of lengths lying about, i'm confident the cable is good though.
Nothing drops to the router or google, I should be more clear in that the problem is although I am 'connected', I can't download anything over like 11-15kbps max, everything is extremely slow, I can't load more than 1 web page at a time without having to wait like 3-4 minutes for both to load.

ah okay.
yeah, it could be a bunch of things. bad cabling, interference, congestion on their network or yours (if you didn't turn off the wireless, or unplug the other pcs)
so take another pc and hook it up with a short cable to the router, and unplug every other pc and turn off wireless.
if it's still messed up, it's their network. you might want to check that there isn't a duplex mistmatch, and your nic card is set to auto-negotiate, and so is the router. if one side is at auto and the other is at a fix setting, like speed 100mega bits per second, and full duplex. the auto side doesn't get its information and has to default, and it defaults to half, which could cause what you see..
you could run a better test to the router, but it sounds like their end. so take another pc and plug it right in next to the router. everything after the router is their responsibility right?

I used to download stuff at around 17-20 kB/sec all the time whenever my router was acting up.
Eventually my ISP had to replace my router, bringing my download speed back up to around 200 kB/sec

Tried short ethernet cable, no go, still shit. Tried USB connection, still shit. Tried swapping the microfilters with a different one, no worky.

Demand that a technician comes on site to test
their
router and feed. Sounds as if your service level provided is under minimum requirements. You pay for it, there is no reason they shouldn't send somebody out. This is VERY similar to a situation I experienced several years ago with a Comcast cable modem.... sloooow intermittent service. They came on site, did some tests, replaced my modem. Fixed the issue.

The level of service they are providing, which you are paying for, is unacceptable. If they can't remotely solve the issue, then they must send somebody on site to further troubleshoot.
Dude, just yell at them. You should hear my on the phone with these nit wits. No wonder I got my own office 2yrs ago, I don't fuck around. Even better, should here me yell at cashiers in the grocery store when they fuck up, or when the domino's prick fucks up my order, I make these people cry.

If this is DSL and it affects all the computers in the household it's probably the DSL line itself. They can run tests from the CO to the DSL modem and diagnose the line quality. I would imagine if the rain got into the lines they might be having problems.

Here's another strange/problem with the whole situation, when I do speed tests, my upload speed is higher than my download speed lol. For example. Download Speed: 120kbps, Upload Speed: 335kbps. (note: 120kbps is a fucking dream compared to what downloading files ACTUALLY is, try 10kbps.)
I do believe they did a line test when I rang them but they kind of do those every damn time you ring so perhaps it wasn't a full test/just a very basic one.

Make sure none of your connected computers are spewing viruses/etc. Also I have no idea what this BT Home Hub shit is (combined router/modem?) but if the modem is separate connect it to your PC directly.

I will run full malware and virus scans on all the laptops and the other desktop downstairs tommorow, I hadn't thought to do that. Thanks.
And yeah the home hub is a POS but it was free and it *did* the job until recently of course, or rather until whatever has happened, happened.

If the cable modem is seperate, plug right into that with a good short cable, and virus clear pc. if it's still slower than advertised, they need to work with it.
it probably boils down to a local cabling problem, which you could fix if you really wanted, since it might be in your house or close by, new connectors, things like that. it's probably that, if you are good right plugged into the modem, and the connecitvity is bad everywhere you go.
