Looking at the list of servers, towards the bottom of the active list I see 2 or 3 groups of servers that have different IP sets.
I would like to know where these servers are located.

I don't know all the in's and out's of it, but as far as I know, that's not always reliable. On one day it'll pinpoint me damn near in the middle of Atlanta, the next day it'll show me as far north as Blairsville, GA, which is basically on the NC and SC border.

Agreed... but it'll generally indicate the broad geographical region. (For my IP it seems to be within about a 20 mile radius.)

I did not know that we had servers listed that were in Italy & United Kingdom

Sadly, no Florida servers

Pinging in the 40's is good, but I dream of playing like I'm at a LAN everytime I connect

I did this Q2 server search about a month ago for reasons I forget. Tastyspleen servers dominate, of course. But there are others here and there. There are more than Quake 3 if I remember correctly.

how long ago you get that list? Mine isn't on there!

I think I'm also one of the few (if not only) to always have a 64 player limit on 8 player maps.

Personally, I wouldn't play on any non-US servers other than Fuster's in UK. I think Fuster requires AntiCheat in order to connect. From my experiece, a lot of the other non-Tastyspleen servers pretty much allow anyone to connect with whatever the hell they want to use. At least I know that folks at TS are watching and don't put up with the cheating bullshit.

Years ago I connected to some Brazilian servers. I discovered after a few frags that everyone (literally) was using an aimbot. I was the only exception. When I got killed the play would stop and they would discuss the kill (in Portugese) amongst themselves.
I guess that ruined Quake 2 in Brazil.

Yep. On a lot of those foreign servers, you can connect with OLD hacks that would otherwise never work on any US server. I was messing around on some overseas servers one day last year and came across someone who I knew had been permanently banned from Tastyspleen for cheating. Just out of curiosity, I tried connecting to the server with one of the first versions of the ratbot that I had from the early Mplayer days. It worked, of course. I think that's totally ridiculous. The Quake2 community isn't anywhere NEAR as vast as it used to be, it seems to be pretty close-knit, even on the world-wide scale. I can't believe that some yutz of a server admin can't fling an email or something to someone here in the States asking them for copies of all the required files to keep shit nice and fair.

The Polish Coolnet servers are my favorite non-TS servers, always lots of very good players there and they also run some custom maps. They had forced AC for awhile but nowadays it's not required although there usually is an active admin around. (Maxclients is 12 but most of the time my serverbrowser lists 13 players so an admin is present.)
