To be honest, it looks like hammered shit. Your mipmap filtering isn't helping, either. Try gl_texturemode GL_LINEAR_MIPMAP_LINEAR, and maybe turn on Anisotropic filtering. And lastly, don't use stupid gl_modulate values. The map is supposed to have some shadows on it. The game looks horrible with your settings.
